Where your apostille for Singapore actually comes from
This is the step most people get wrong. Singapore does not issue the apostille and has no role in producing it. The apostille is issued in the United States, by the authority that holds the signature on your document:
- State-issued documents — birth, marriage and death certificates, court records, notarized documents: the Secretary of State of the issuing US state.
- Federal documents — FBI background checks, IRS letters, FDA certificates: the US Department of State.
It is the state that issued the document that matters, not the state you live in now. A birth certificate from Ohio is apostilled by Ohio even if you have lived in Texas for twenty years — sending it to the wrong state is the most common reason a document comes back.

- Does Singapore accept an apostille?
- Yes. An apostille is accepted in Singapore, and has been since 16 September 2021. You do not need consular or embassy legalization for a US public document going to Singapore.
- Who issues the apostille for a document going to Singapore?
- Not Singapore. An apostille on a US document is issued by the US authority that has custody of the signature on it — the Secretary of State of the US state where the document was issued or notarized, or the US Department of State for federal documents. The destination country never issues it and never needs to be involved.
- Does the apostille have to mention Singapore?
- No. An apostille is a single standardized certificate with the same ten fields worldwide. It is not issued "for" a particular country and does not name a destination — the same apostille is valid in every member country. You do not need a different apostille for Singapore than for anywhere else.
- Does an apostille mean my document is in Singapore's language?
- No. An apostille authenticates the signature and seal on the document; it does not translate anything. Whether Singapore's receiving authority also requires a translation is that authority's rule, not a Convention rule — confirm it with the office that will receive the document.
