This is the step most people get wrong. Honduras does not issue the apostille and has no role in producing it. The apostille is issued in the United States, by the authority that holds the signature on your document:
- State-issued documents — birth, marriage and death certificates, court records, notarized documents: the Secretary of State of the issuing US state.
- Federal documents — FBI background checks, IRS letters, FDA certificates: the US Department of State.
It is the state that issued the document that matters, not the state you live in now. A birth certificate from Ohio is apostilled by Ohio even if you have lived in Texas for twenty years — sending it to the wrong state is the most common reason a document comes back.

- Not Honduras. An apostille on a US document is issued by the US authority that has custody of the signature on it — the Secretary of State of the US state where the document was issued or notarized, or the US Department of State for federal documents. The destination country never issues it and never needs to be involved.
- Does the apostille have to mention Honduras?
